Each eye bolt comes with the nut and two washers. The eye bolts are made in the Imperial style of 3/8" UNC. The metric equivalent is generally considered to be 10mm, but this thread and nut are Imperial 3/8" UNC. The length measurement is the length of the (usable) threaded section of the eye bolt (3 1/8"). Not to be used for overhead lifting.
